Dear Open Records Custodian:
Pursuant to the Georgia Open Records Act, O.C.G.A. § 50-18-70 et seq., I request electronic copies of the following records in the custody of the City of Atlanta Department of Watershed Management concerning the proposed Cheney Olympic Legacy Complex, Atlanta Track Club indoor track facility, or related development at or adjacent to Cheney Stadium and Phoenix II Park in Summerhill.
For purposes of this request, the project includes the proposed indoor track and field facility, associated buildings, parking, access roads, utilities, grading, landscaping, and other site improvements.
Please provide:

Stormwater and hydrological analyses
Any stormwater-management study, drainage study, hydrological or hydraulic analysis, runoff calculation, detention or retention analysis, watershed-impact analysis, flood analysis, or similar record evaluating the project or the conversion of existing grass, landscaped, recreational, or otherwise pervious land to buildings, pavement, parking, or other impervious surfaces.

Existing and proposed impervious-area calculations
Any records identifying or calculating:
- existing pervious and impervious surface area;
- proposed pervious and impervious surface area;
- the acreage or percentage of green space expected to be disturbed, removed, covered, or converted;
- expected changes in stormwater-runoff volume, rate, direction, or water quality.

Departmental review and comments
Any written comments, memoranda, technical reviews, markups, deficiency notices, recommendations, meeting notes, or correspondence created or received by Department of Watershed Management personnel concerning the project’s:
- stormwater effects;
- drainage;
- sewer capacity;
- erosion and sediment control;
- flooding;
- water quality;
- green infrastructure;
- tree canopy or vegetation removal;
- effects on surrounding properties or public infrastructure.

Plans and supporting technical documents
Any concept plans, civil plans, grading plans, utility plans, stormwater plans, drainage-area maps, soil surveys, topographic surveys, infiltration tests, geotechnical reports, environmental assessments, or other technical documents submitted to or reviewed by the Department concerning the project.

Green-infrastructure and mitigation measures
Any records evaluating or describing proposed mitigation measures, including detention facilities, underground storage, bioswales, rain gardens, permeable pavement, infiltration systems, tree planting, soil restoration, water-quality treatment, or preservation or replacement of existing green space.

Alternatives considered
Any records evaluating, comparing, recommending, or rejecting alternative building footprints, parking configurations, site layouts, amounts of impervious surface, stormwater designs, or project locations for the purpose of reducing stormwater, drainage, flooding, water-quality, or green-space impacts.

Permits, approvals, and regulatory determinations
Any records identifying permits, variances, waivers, approvals, reviews, or compliance determinations required from the Department, including any determination regarding applicability of the City’s stormwater-management requirements, post-development stormwater standards, erosion-control requirements, or related ordinances and regulations.

Meetings and communications
Any agendas, presentations, minutes, notes, or written summaries of meetings involving Department personnel and representatives of Atlanta Public Schools, Atlanta Track Club, the City of Atlanta, project developers, architects, engineers, or consultants in which stormwater, drainage, sewer, flooding, environmental effects, or loss of pervious or green space was discussed.
The relevant date range is January 1, 2023 through the date the search is performed.
Please provide the records electronically by email or downloadable link. If any portion of a responsive record is exempt from disclosure, please produce the nonexempt portions and identify the specific statutory exemption relied upon for each withholding or redaction.
If estimated copying, search, retrieval, or administrative costs will exceed $25, please provide a written estimate before incurring the expense. Please also advise whether the request can be narrowed to reduce costs.
If the Department has no responsive records for any numbered category, please state that explicitly.
